To clear up any ambiguities on the attribution - a cursory search shows this phrase appears on Usenet in 1995. I'm sure a more comprehensive search would show it actually goes back to the Vichy period. Another of the many bits of culture and wit that France is responsible for.

Well, dang, I still like it. And I hoped I had invented the phrase "the virtuous mob," when in fact it was a contemporary of George Washington. Nothing new under the sun...

The phrase actually goes back to 1866, describing Paris fashion, just not in a pejorative way.
